    James Garrard was the second governor of Kentucky.

    He got elected twice as governor. Today a governor could not be elected twice in a row.  In 1794, the people who were allowed to vote were wealthy white men.  But the rest of the people thought all white men should have a say in the vote.  So Kentucky's Constitution was changed.  But now any color and any gender can vote in Kentucky. Today everybody can vote, black men, black women, white men, white women, can vote.  Everybody in Kentucky can vote for governor.
